The Summer Village of Rochon Sands is pleased to provide residents with a final update following completion of the 2026 winter construction window in Rochon Sands Bay.
Construction activities began during the week of February 24, 2026, following removal of the legacy Streit/Zender rock pile by the Province.
Although earlier test drilling on February 9, 2026, suggested that little or no excavation might be possible this winter due to soft subsurface conditions, sustained cold temperatures created a limited but valuable construction window. These improved conditions allowed Nu-Edge Construction to safely advance excavation work within both the municipal boat launch and marina basin areas.

WHAT WAS ACCOMPLISHED
Rock Pile Removal – Completed
The legacy Streit/Zender rock pile was removed. Excavation of the rock pile had originally been estimated to require approximately four to five days of work; however, stable rock and gravel conditions allowed the work to be completed in approximately one day of active excavation.
Completion of this work fulfills a long-standing provincial mitigation commitment associated with the Buffalo Lake water management project.

Municipal Boat Launch – Approximately 70% Complete
Excavation of the municipal boat launch progressed significantly farther than originally anticipated. Approximately 70% of the planned excavation work has now been completed.
Remaining work includes:

Even with this progress, the boat launch will require sufficient Buffalo Lake water levels before it can function as intended. The excavation work prepares the infrastructure; however, operational use will ultimately depend on lake levels in the coming months.

Approximately 60% of the marina basin excavation has now been completed. Completion of the remaining southern portion of the marina basin will likely occur during the next winter construction season.
As with the boat launch, the usability of the marina will ultimately depend on future Buffalo Lake water levels.

MATERIAL MANAGEMENT & FUTURE SITE IMPROVEMENTS
Material excavated from the rock pile, boat launch and marina basin areas was temporarily placed on the adjacent point during construction operations.
Once ground conditions allow later this spring, this material will be spread and graded within the lower areas of the point. The marina parking lot will be expanded.
Council is also exploring potential grant funding opportunities to support rehabilitation of the historic 9-hole pitch & putt golf course located on the point. Should funding be secured, the redistributed material will assist with future site preparation and grading work associated with that initiative.

As previously communicated, initial test drilling on February 9 indicated that subsurface conditions in the marina and boat launch areas were too soft to safely support heavy excavation equipment. At that time, expectations were that work on the boat launch and marina basin would likely need to be deferred to the next winter construction window.
However, following an extended period of very cold temperatures, ground conditions improved significantly. Once the Province completed removal of the legacy Streit/Zender rock pile — which progressed far more quickly than anticipated due to its stable rock and gravel base — Nu-Edge Construction was able to safely reassess the boat launch and marina areas.

The Summer Village of Rochon Sands wishes to provide residents with an important update regarding the three coordinated projects in Rochon Sands Bay:

What Happened
On February 9, 2026, officials from the Government of Alberta and Nu-Edge Construction attended the site to complete approximately 15 test drill holes throughout the rock pile, boat launch, and marina areas to confirm subsurface conditions in advance of excavation.
Due to the exceptionally warm and unprecedented winter conditions this season, subsurface ground conditions within the marina and boat launch areas are significantly softer than anticipated. Heavy excavation equipment cannot safely operate on this base under current conditions.
As a precaution, construction activities were delayed until February 24 to allow the return of colder temperatures and provide additional time for ground conditions to refreeze and stabilize. Recent colder weather has improved conditions, creating a limited window for reassessment once rock pile removal is complete.

Important Safety Notice
For the safety of residents and visitors:
Heavy machinery will be operating, and construction zones can shift as work progresses. Maintaining a clear buffer ensures the safety of both the public and construction crews.
- Please stay clear of the construction zone at all times.
- No pedestrian traffic is permitted between the playground area and the marina parking lot during active construction.
- The playground itself may continue to be used; however, access beyond the immediate playground footprint toward the marina and launch area is not permitted.
- Residents are asked to respect all signage, barriers, and equipment operators.
