Rules at a glance
Operation of a golf cart is by permit only.   Make sure you apply your permit validation sticker on your golf cart as required.

OPERATION RESTRICTIONS FOR GOLF CARTS


No person shall operate a golf cart:
  1. In a manner contrary to the Act, its regulations, or Bylaw 269-25 Pilot Project (Golf Carts) Bylaw.
  2. On any highway (roadway) unless they are on a designated highway.  (“Designated Highway” means a roadway or highway authorized for golf cart operations as identified by the Summer Village and approved by the Alberta Transportation and Economic Corridors Registrar.)
  3. On a designated highway, unless they are in possession of a subsisting permit issued in respect of that golf cart by the Summer Village.
  4. On a designated highway if they are less than 14 years old.
  5. On a designated highway during nighttime. (“Nighttime” means the period commencing one hour after sunset and ending one hour before the following sunrise.)
  6. Without exercising due care and attention.
  7. Without being the holder of a valid Class 1-7 driver’s licence or operator’s licence issued pursuant to the Act.
  8. Without reasonable consideration for other persons in the area or who might reasonably be expected to be in the area.
  9. If the number of passengers in the golf cart exceeds the number of passenger seats available.
  10. To tow vehicles or equipment, or person using any type of equipment on a designated highway.
 
OPERATOR RESPONSIBILITIES FOR GOLF CARTS
Every operator of a golf cart shall:
  1. When approaching an oncoming vehicle, pass the vehicle on the right.
  2. Yield the right of way to vehicles approaching from their right.
  3. When overtaking another vehicle, pass that vehicle on the left.
  4. Yield the right of way to all pedestrians that are approaching so close as to present a hazard.
  5. Except when overtaking another vehicle, maintain a safe following distance behind any other vehicle.
  6. Ensure the golf cart is operated in accordance with the rules of the road - unless specified in the Regulation, golf carts are subject to all other rules, terms and conditions as if they were a motor vehicle and must be operated as such.

Insurance (Requirement to provide a copy of proof of liability insurance)
Individuals seeking permits for their golf carts must provide proof that they have Minimum Comprehensive Personal Liability Coverage of $2,000,000.00 for their golf cart.

Designated Highways
It is understood that it is the golf cart operator’s responsibility to operate only on “Designated Highways” under the Pilot Project (Golf Carts) Bylaw 269-25.

Duty to Report
Like all drivers, golf cart operators must report collisions to police when damage is above the $5,000 threshold, or there are injuries or fatalities.

Under the Alberta Government’s Golf Cart Regulation, golf cart operators have an additional reporting requirement:
  • Collisions resulting in property damage of ANY AMOUNT, or injury or death must be promptly reported to the Summer Village of Rochon Sands municipal office.

Operator Requirement
All operators of a golf cart must be a minimum age of 14 years old and in possession of a valid Operator’s License Class 1-7 issued pursuant to the Traffic Safety Act. 


Permit Validation Sticker
The validation sticker issued by the Summer Village of Rochon Sands confirms that the golf cart has a valid permit under Pilot Project (Golf Carts) Bylaw 269-25.
The sticker must be:
  • Affixed to the front driver’s side of the golf cart.
  • Clearly visible and unobstructed, legible from a distance of 10 meters.
  • Displayed at all times when operating the golf cart on “Designated Highways” within the Summer Village under Bylaw 269-25.
Failure to properly display the sticker may result in enforcement action by a Peace Officer.

​Assumption of Risk and Liability
Golf Cart Operators will abide by all conditions of the Alberta Traffic Safety Act, the Pilot Project (Golf Carts) Regulation (Alberta Traffic Safety Act), and the Summer Village of Rochon Sands Pilot Project (Golf Carts) Bylaw 269-25, all as amended from time to time. By obtaining this permit, the permit holder agrees that they are liable as the owner of the golf cart for any use contrary to these rules and regulations. They further understand that their permit may be revoked or cancelled at any time for non-compliance. They assume all risk and liability associated with the operation of this golf cart for themself and all operators and passengers. They agree to indemnify and hold harmless the Summer Village of Rochon Sands, its agents, or employees from all claims, damages, and expenses (including legal fees on a solicitor and own client basis) resulting from the operation of a golf cart, including damages, claims, and expenses resulting from damage to property, personal injury, or death.
